I have to replace my ECU on my '21 FLHXS. My questions are, will I need to purchase an unlock license or not, seeing that the new ECU will be programmed with my bikes VIN? Or is the pv-3b married to the VIN and serial number of the old ECU, thus needing an unlock license? (POWER VISION FOR 2021+ HARLEY-DAVIDSON)
