The PV-3B will work on your 2021 FLSB. We have not heard of a difference in the ECU, but have been Beta testing in the field for the last few months If this is an issue it most likely has been addressed by R&D as they did not inform us that it isn't supported. All 2021 Touring and Softail models are supported with this PV unit.
