Hello Tom,
The PV3 will come with all available tunes for the Rmax that we have developed. Our software is designed to work on PC based computer, and you would need access to it to update the device firmware, download maps, trouble shooting, and receiving/sending files. You do not need the software for install but it is good to have access too.
